Land Planning and Entitlements: Scope of Services
DPS Design and Management fully understands the critical nature and importance of successfully taking a conceptual master plan through the various approval processes at each level of government reviews and approvals. The final permitting of land use approvals that ultimately allow a project to move toward an efficient process of implementation is essential to its ultimate success. To that end, DPS's historical involvement in some of the most trying and heavily regulated development environments- combined with the environmental ethic inherent in our approach to planning and design balanced with our financial modeling of direct impacts to entitlement decisions- places us at the forefront of any Client's choice for a partner.
Design, Development, and Controls
Architectural/ Land Planning control for successful developments assures that all DPS projects maintain the highest consistent standard of architecture and planning and provide efficiency in the architectural development of each project. DPS provides communication and support to the planning and development team, marketing and sales department, project accountants, and development clients/ members to ensure that all projects are managed according to a defined program, budget and design standards.
Essential Functions:
- Architectural Philosophy for Project – based on Development Team consensus
- Image Bank – Pattern Book – Marketing Collaterals
- Prepare Design Guidelines and Architectural Review Board procedures and policies
- Recommend members and establish Architectural Review Boards (ARB) for projects
- Establish, staff and manage ARB Committee for each project
- Develop lists of qualified architects who have proven experience in the specific vernacular of a project (create “Approved Architect” lists)
- Solicit input and create programs for each project’s amenities structures and Cottage product(s) (Villages)
- Solicit proposals and oversee RFP from various architectural firms for each building(s)
- Work with Development Team to select architectural firms for each project
- Contract and oversee architectural work for each amenities project and Cottage product
- Value-engineer Design Development drawings with Director of Planning and Development and VP of Development for specific project
- Maintain schedules and approve invoicing from various architectural firms for each project
- Review and provide input into all marketing and public relations efforts to make certain they comply with the architectural vision and philosophy for each project
Additional Responsibilities:
- Maintain a project timeline and schedule
- Understand and follow company policies and procedures
- Treat all members and guests in a friendly and respectful manner in accordance with the standards of excellence of DPS Sporting Club Development Company
Project Design Management Services
- Planning analysis and due diligence review of potential new projects
- Conceptual site planning for sporting club program elements on proposed and existing projects
- Development of project planning, design, permitting and construction of projects
- Development of design and planning programs for project club amenities
- Identification and pre-qualifications of special consultants (regional) for each project
- Development of consultant scopes of work and transmittal of RFPs
- Review of RFPs from consultants and recommendations to Board of Managers for each project
- Development and negotiation of consultant agreements
- Preparation of hard and soft costs for each development proforma
- Review and monitoring of each consultant's work efforts, schedule and quality
- Preparation of monthly management updates to each Board of Managers, reporting on progress and design, issues for design and planning
- Development of Architectural Review Board Guidelines for the project, including collection and review of image data bases for architectural, site and landscape elements
- Preparation and review of HUD submissions–both text and support graphics–with local and regional attorneys
- Review, comment and editing of Declarations of Covenants, By-Laws, Purchase Agreements and Club documents
- Preparation of local government entitlement submissions for subdivision, land use, rezoning and permitting approvals
- Preparation for, and participation in, public hearings for various local approvals
- Liaison with local planning department officials in each locale
- Participation in weekly project coordination meetings
- Investigation into and selection of approved architectural, interiors and landscape consultants for projects
- Participation in consultant presentations and design reviews
- Participation in contactor pre-qualifications
- Review and comment on competitive construction bids
- Provide quality control reviews of architectural, planning and landscape architectural production at DD and at CD levels
- Assist sales and marketing staff production team in developing;
- Neighborhood plan graphics
- Lot portfolios
- Support graphics for publication
- Text review and design and program elements
- Character sketches of development and design schemes
- Field review of key planning elements prior to construction (periodic)
- Construction observation during planning and design implementation
